- Introduction
Our company, on behalf of the customer, is interested in acquiring, renewable energy projects in Georgia from experienced developers – preferably at ready-to-build or near ready-to-build stage. This Request for Expressions of Interest (EOI) outlines the criteria and requirements for project proposals.
- Selection Criteria
Projects will be evaluated based on the following selection criteria:
2.1 Technical Criteria
- Implementation agreement signed with the Government of Georgia and guarantees submitted (alternatively, the projects should have Feasibility MoU completed and be in negotiation of implementation agreement);
- Lands required for the project development secured or/and reserved for the project implementation with a pre-defined price and willingness of the seller to sell it. The lands should be of non-agricultural status or/and with proof that this conversion is easily feasible.
- Grid connection conditions received from DSO or/and TSO (in case of wind and solar the specific grid connection quota issued for the considered project);
- Feasibility study completed by a reputable consulting company in accordance with best practice and in compliance with the Ministry’s requirements set in Memorandum.
2.2 Financial Criteria
- Levelized cost of energy (LCOE);
- Detailed CAPEX and OPEX breakdown;
- Projected internal rate of return (IRR);
- Reasonable selling price.
2.3 Environmental and Social Criteria
- The project should be out of protected zones and have a proven record of social acceptance;
- Compliance with local laws and regulations regarding renewable energy development in Georgia.
- Additional Specifications and Formalities
The following specifications and formalities apply to this EOI:
3.1 Language
The submission should be made in English language.
3.2 Eligibility
Only solid developers with experience in developing renewable energy projects in Georgia are eligible to participate.
3.3 Confidentiality
All information provided by the developers in their submission will be kept strictly confidential and used only for the purpose of evaluating the project for acquisition.
3.4 Costs
The developer shall bear all costs associated with preparing and submitting their project proposal.
3.5 Right to Reject
The company reserves the right to reject any or all submissions for any reason and is not obligated to provide any explanation for its decision.
3.6 Binding Agreement
This EOI is not a legally binding agreement and does not commit the company to acquire any of the projects submitted.
3.7 Due Diligence
After the submission deadline, the company will conduct a due diligence process to assess the feasibility of each project. Selected developers may be invited for further negotiations.
3.8 Non-Disclosure Agreement
Before sharing any confidential information, the company may require developers to sign a non-disclosure agreement (NDA).
3.9 Compliance
All projects must comply with local laws and regulations regarding renewable energy development in Georgia.

- Submission Requirements
